The Bureau of Information and Telecommunications (BIT) has a full-time permanent position open for a Chief Technology Officer (CTO). The South Dakota State Chief Technology Officer (CTO), reporting to the Commissioner of BIT/State CIO, will lead a service-oriented team responsible for overall state technology architecture and infrastructure operations. Successful incumbent will join BIT Leadership to support the state agencies and constitutional offices and their leadership teams to ensure that State technology meets business requirements. The position also provides guidance and expertise to support Agency leaders on long-term management of IT investment. This role works with minimal supervision and has extensive latitude for initiative and independent judgment.

Duties will include:
  • Leading strategic technological planning to achieve state goals by prioritizing technology initiatives and coordinating the evaluation, deployment, and management of current and future technologies.
  • Assessing and communicating risks associated with technology-related investments and purchases.
  • Developing business case justifications and cost/benefit analyses for technology spending and initiatives.
  • Conducting research to remain up-to-date and knowledgeable in regards to industry trends and emerging technologies in anticipation of new business processes and system alterations.
  • Developing, tracking, and controlling the technical services annual operating and capital budgets for purchasing, staffing, and operations.
  • Supervising recruitment, development, retention, and organization of technical staff in accordance with budgetary objectives and personnel policies.
  • Ensuring continuous delivery of technical services through oversight of service level agreements with end users and monitoring of systems, programs, and equipment performance.
  • Leading complex software license and vendor negotiations and similar procurement processes.

The Ideal Candidate Will Have:
Demonstrated excellence in collaboration, teamwork, and problem-solving to achieve goals, as well as, experience with contract and vendor negotiations. Technical experience with systems networking, databases, Web development, and user support is a must. Successful incumbent must maintain a high level of integrity and trust and the demonstrated ability to apply technology solutions to business problems. Experience in strategic technology planning, execution, and policy development is highly beneficial. Reporting to the Commissioner, this position serves as a senior executive within the Bureau of Information and Telecommunications (BIT), which requires executive leadership, strategic vision, timely execution, and effective communication.

Knowledge, Skills, and Abilities:

Knowledge of:
  • industry best practices;

  • state government purchasing laws and practices; laws, ordinances, and regulations underlying a public sector organization; and applicable State and Federal legislation;
  • current best practices of leadership and management;
  • public administration principles, including the basic principles of organization, management, and legislative processes;
  • technology environments, including telecommunications, networks, programming, media, and desktops;
  • computer systems characteristics, features, and integration capabilities; and,
  • data processing, hardware platforms, enterprise software applications, and outsourced systems.

  • work with and coordinate between multiple Agency and different governmental structures to meet goals and objectives;
  • lead and motivate the information technology team to achieve tactical and strategic goals;
  • manage multiple projects under strict timelines; and,
  • work well in a demanding, dynamic environment to meet overall objectives.
