DESCRIPTION

Overview:


 


East River Legal Services (ERLS) is a non-profit law firm that provides free civil legal aid to low-income individuals in the thirty-three (33) eastern South Dakota counties. ERLS is seeking a dynamic, motivated, and experienced Director of Finance and Administration to oversee ERLS’ fiscal operations.  This will include, but will not be limited to, responsibility for the oversight, management, and leadership in the areas of finance, human resources, and internal control for the entire program.


 


General Responsibilities:


 


Under general direction from the Executive Director, the Director of Finance and Administration coordinates accounting records with the outside accounting and audit firms; performs Human Relations functions; general office management; supports and advises ERLS leadership in providing information and analysis of costs and other financial data; and conducts oversite of financial and accounting operations to ensure fiscal compliance and program integrity.


 


Specific Tasks:


 


Accounting/Financial Management



  • Reviews all invoices, check requests and other billing documents to ensure accuracy and codes payment to specific line items and funding sources. Then forwards documents to the outside accounting firm for processing and payment.

  • Prepares billing to funding sources in accordance with their guidelines and forwards a copy of the invoice to the outside accounting firm for processing.

  • Processes checks for deposit to bank account. Maintains a cash receipts log containing payee, date, amount, purpose and coding and forwards a copy to the outside accounting firm for recording.  Notifies accounting firm of any electronic payments received with payee and coding data.

  • Prepares bi-weekly payroll input for processing by outside payroll company. Ensures that adequate funds are available for payroll, payroll taxes and benefits.  Reviews payroll to ensure accuracy and prepares payroll allocations to outside accounting firm for input to the accounting system.

  • Prepares monthly allocations of administrative and overhead expenses for input by the outside accounting firm.

  • Prepares the monthly bank reconciliation for approval by the Executive Director.

  • With input from the Executive Director, prepares the annual budget. Prepares budgets for all proposals to funding sources ensuring that there are adequate funds for staffing, overhead and indirect costs if allowed.

  • Prepares monthly financial statements showing actual to budget and monthly to year to date for review by the Executive Director and Board of Directors. Analyzes financials by funding sources to ensure that expenditures are in line with projected budget and notifies Executive Director of any significant variances.

  • Administers all grants and contracts including billings, reporting and adherence to all grant requirements. Notifies appropriate staff of any program reports due giving adequate time for preparation.  Follows up on all reporting to ensure timely submission.

  • Work with outside accounting firm to ensure that all audit schedules are prepared in a timely manner. Work with audit firm to prepare the annual audit and 990 tax return.

  • Develop, implement and maintain accounting and administrative policies and procedures for a wide-ranging set of activities including financial accounting and reporting, employee relations (hiring/terminating policies) and other corporate policies.


 


Human Resources



  • Maintains all employee personnel files.

  • Prepares payroll changes, additions, termination forms for approval of the Executive Director.

  • Assists employees with payroll tax deduction forms, voluntary deductions, insurance coverage, etc.

  • Reviews health insurance billing for accuracy and codes invoice for payment then forwards invoice to outside accounting firm for processing.

  • Prepares job announcements as vacancies occur and receives resumes from applicants for review by appropriate staff. Schedules interviews for candidates.

  • Performs orientation for all new employees.

  • Assists management staff with disciplinary procedures as needed.

  • Notifies appropriate management staff of anniversary dates, performance evaluation forms and other documentation as needed.


 


General Administration



  • Supervises general administrative staff including Receptionist.

  • Oversees ordering of supplies, general administrative services, telephone services, etc.

  • Makes recommendations to the Executive Director regarding equipment and furniture purchases, equipment leases, facility leases, etc. as needed.

  • Works with insurance agent to ensure that adequate insurance coverage is in effect always including General Liability, Fidelity, Officers and Directors and Professional Liability Insurance.


 


Qualifications:


 



  • Degree in accounting or business administration with a minor in accounting.

  • Three to five years’ experience in financial management.

  • Experience in a non-profit setting with multiple grants.

  • Familiarity with QuickBooks accounting software and outside payroll services.

  • Proficient in Excel and Word.

  • Experience in Human Resources.

  • Excellent oral and written communication and interpersonal skills.

  • Ability to manage and train staff.


 


 


 


 


Salary:


 


Current entry-level salary is $45,000 per year. The salary for the successful applicant may be significantly higher, based on applicant’s years of experience.
