JOB PURPOSE 
Direct and lead the voice network staff responsible for planning, design, acquisition, implementation, integration, and support of voice network hardware and software, and performance of routine maintenance. Ensure uninterrupted access to all voice systems internal and external, residential and business, while providing optimal customer support. 

KEY FUNCTIONS 
Oversee the voice network staffing, including recruitment, supervision, scheduling, development and performance management. 
Forecast technology changes impacting demand and reviews analytics of system and network utilization and availability to develop recommendations for future planning. 
Direct the planning and performance of voice network and system availability including overseeing network architecture to provide redundant system in key areas, routine backups, and archival of files stored on the network to assist in recovery efforts. 
Direct the evaluation of various hardware and software and service resources to identify strengths, weaknesses and potential benefits. 
Research cost effective technology service delivery models, develop specifications and evaluate options for network infrastructure, equipment, software and hardware. 
Participate in construction planning and supervise technology related areas of new construction and renovation projects. Communicate with vendors, clients, management, and technology staff. 
Prepare recommendations and effectively manage budgets for areas of responsibility. Negotiate technology procurements and contracts. 
Oversee the deployment, monitoring, maintenance, development, upgrade, and support of Midco’s voice networks. 
Analyze user support statics and other data to implement appropriate measures. 
Manage and set priorities for the design, maintenance development and evaluation of all voice systems and areas. 
Lead projects and ensure the projects meet the established scope, timeline and budget. 
Establish key performance indicators and service level agreements for continually improving the performance of the voice systems network. 
Ensure customer focus and satisfaction among the internal stakeholders and service center areas. Act as a customer advocate, frequently communicating with customers and managing customer expectations. 
Research, evaluate and recommend voice systems network hardware and software, and create business cases for system enhancements. 
Take a technical lead for incidents providing review and advice on impact assessment, and cause and effect analysis. 
Engage and consult with peers, executive and senior leaders to align voice programs with strategic business goals and tactical initiatives. 
Establish credibility and maintain strong working relationships with technical and non-technical teams involved with voice network systems matters including Legal, Business Operations, Risk, Internal Audit, Physical Security, Developers, Networking, and Systems. 
Adhere to Midco privacy guidelines to ensure each customer’s privacy.

EXPERIENCE AND EDUCATION 
Bachelor Degree in IT, Computer Science, Software Engineering, Voice Engineering or related field of study/or an equivalent level of education and experience required. 
10+ years of relevant industry experience, including leading technical teams and functions. 
5+ years of experience in network engineering. 
5+ years of management experience. 
Familiarity with service provider voice networks, interconnection, regulation, as well as internal voice systems. 
Experience developing, documenting and maintaining voice policies, governance, controls, procedures and standards. 

WORK ENVIRONMENT AND PHYSICAL DEMANDS 
The employee is occasionally required to reach with hands and arms, stoop, kneel, or crouch. The employee must occasionally lift and/or carry loads of up to 30 lbs. 
The noise level in the work environment is low. 
Employees may be required to work in excess of 40 hours per week and other than normal business hours, such as holidays, evenings and weekends as business demands.
