The Bureau of Finance and Management is seeking a dynamic and motivated individual to join our team as a Grant and Project Management Specialist who will be a part of Project BISON. This unique opportunity, located in Pierre, South Dakota, puts you at the forefront of transformative change as the State of South Dakota embarks on Project BISON - an initiative to implement a new ERP (Enterprise Resource Planning) financial solution. The transition to this state-of-the-art ERP system allows the chosen candidate the opportunity to make a lasting impact on the efficiency and effectiveness of grant and project processes within the State of South Dakota. Project BISON is not just an ERP implementation; it's a bold step to modernize and define the State's financial infrastructure for decades to come. While this position is initially tied to Project BISON for the next two and a half years, it offers a unique opportunity for professional growth and potential for long-term employment within Game, Fish, and Parks or another State of South Dakota department.

As a Grant and Project Management Specialist your responsibilities include:
  • Understanding the current processes for grants and subawards in various agencies, including submitting monthly, quarterly, and annual reports, ensuring that federal grants comply with federal grant requirements, administering grant subawards to other entities, and ensuring that these entities comply with all requirements. This involves working with a variety of federal, state, local governments, and other partners.
  • Learning the current processes for project management in various agencies, including entering and tracking project milestones, tracking expenditures, coordinating with stakeholders to ensure timely completion of projects, and maintaining comprehensive project documentation.
  • Understanding various Agency grant and project needs, such as Game, Fish, and Parks, and communicating those needs to ensure proper functionality within BISON ERP system.
  • Learning grant and project accounting in the new BISON ERP system.
  • Participating in ERP system design sessions.
  • Developing rapport, collaborating, and communicating openly and effectively with Project BISON stakeholders to help facilitate the successful BISON ERP system implementation.
  • Assisting with training for ERP system.
  • Performing System Integration Testing (SIT) and User Acceptance Testing (UAT) activities and providing feedback of grant accounting and other functional modules.
  • Attending Project BISON meetings, as needed.

The Ideal Candidate Will Have:

A college degree in business, accounting, or related field; or relevant experience.

Knowledge, Skills, and Abilities:
  • Accounting and/or grant administration methodology and techniques;
  • knowledge of federal grant regulations and procedures;
  • excellent communication, interpersonal, and public speaking skills;
  • strong analytical, problem-solving, and critical thinking abilities;
  • must have excellent prioritization, time management, and organizational skills.

This position is exempt from the Civil Service Act.
This position is eligible for Veterans' Preference per ARSD 55:10:02:08.
