Draft, file and submit fixed and variable life or annuity products, associated advertising, and other annual reporting (e.g., life illustration, annual certifications) to State Insurance Departments to support product development and product initiatives.  In addition, perform in-depth Advertising Reviews for associated life or annuity insurance products.  Ensure products and advertising conform to state regulations. Other accountabilities include the review and communication to internal business units on new or revised legislation and implementation of that information, as needed.  Serve as an internal resource on regulatory and product related issues and as a liaison to state insurance departments.

Essential Functions:

  1. Draft and modify language for new and existing life or annuity portfolio.

  2. Responsible for ensuring language and design of policies, riders, applications, etc., and other product materials comply with state regulations.

  3. Participate in the development and implementation of new and revised products. 

  4. Proactively coordinate compilation of technical data by product Actuaries included in form filings.

  5. Responsible for the preparation and submittal of forms to the appropriate states’ Departments of Insurance.

  6. Collaborate and negotiate with state regulators and the Interstate Insurance Compact to secure state approvals to offer product portfolio for sale.

  7. Responsible for the preparation and maintenance of proper documentation of form drafting and filing processes for assigned projects.

  8. Develop relationships with State Insurance Department Personnel in order to address decisions rendered by state personnel and, at times, openly & diplomatically address disagreement or concerns regarding disapproval of state filings.

  9. Interpret state regulations published or cited by State Insurance Departments on disapproved contracts; responsible for determining why the filed contract was disapproved and make recommendations on how to update the contract in order to obtain state approval.

  10. Participate in cross-functional teams to represent product filing/ad review functions and provide guidance to other business units, as needed.

  11. Using corporate advertising guidelines, conduct in-depth review of advertising materials (both company and agent generated to ensure conformity with state advertising regulations; and respond within established corporate timeframe to approve, revise, negotiate changes etc. to Marketing/business unit/Agents; maintain accurate documentation files and status reports.

  12. Work with other areas including, Product Development, Actuarial, and Finance to verify specific aspects of advertising. 

  13. Log and track all review status and actions on Advertising Database.

  14. Maintain advertising files in accordance with guidelines for Market Conduct Exams to include final approved versions, correspondence, verifications and ad approval notifications.

  15. Continue to expand knowledge of state regulations by participating in industry and regulatory meetings; responsible for educating and training other analysts and product development teams on state updates; utilize these meetings to network with state insurance department representatives.

  16. Conduct regulatory research on state regulations, as needed, and determine how changes impact the business operations; make recommendations and develop processes necessary to comply with updated state regulations.

  17. Monitor compliance services for new laws and regulations that impact the business. 

  18. As stated within the Company Attendance and Punctuality policy, regular attendance is require and expected in order to meet the business service levels and workflow demands.

  19. Complete special projects as needed.

--Bachelor’s degree or equivalent business experience; FLMI (supporting Life Business) or AAPA (supporting Annuity Business) preferred
--5-7 years related experience
--Analytical abilities similar to those of a paralegal with two or more years experience in reading and interpreting laws and regulations
--Working knowledge of insurance products
--Prior advertising review experience
--Ability to make sound and proper decisions by drawing on professional expertise and experience
--Superior attention to detail and ability to manage multiple projects simultaneously
--Excellent oral and written communication skills
--Excellent proofreading skills
--Proficient in use of PC software (MS Office- Word, Excel, Access, Adobe Acrobat or equivalent)
--Familiarity with SERFF state filing submission program
--Ability to build key relationships with regulatory personnel as well as industry contacts, business partners, and internal associates
--Ability to work independently as well as collaborate with a team by demonstrating flexibility, understanding of other positions, providing constructive and relevant input into discussions
