Salary: This position may be filled as an Engineer I-III (working title: Bidding & Quality Project Engineer) or as a Transportation Project Manager I-II (working title: Bidding & Quality Project Specialist). Salary range for the E1-E3 is $31.66 - $43.79. Salary range for the Transportation Project Manager I-II is $28.86 - $38.37.
Pay Grade: E1 - E3 or GJ - GK

This position performs several bid letting related functions, conducts contract and construction plan reviews, and carries out assignments associated with adding value and enhancing construction plans quality and contract delivery practices. Responsibilities include: preparing and reviewing engineer's estimates and bid proposal packages; project scheduling coordination; conducting construction plan reviews; analyzing/answering contractor questions on construction projects advertised for bidding; participating in post-bid analysis; serving as a technical resource to contractors, consultants, local governments, and department staff; and conducting research necessary to provide recommendations on improving bidding and plan quality practices and standards.
The majority of duties associated with this position are time critical and engineering/construction related making it necessary to efficiently interpret plans and specifications and effectively communicate with project stakeholders.

Licenses and Certifications:
Bidding & Quality Project Engineer (E1-E3): Only applicants with a Bachelor of Science in Civil Engineering or related engineering degree will be considered.
Bidding & Quality Project Specialist (GJ-GK): Only applicants with a Bachelor of Science in Construction Management will be considered.
The Ideal Candidate Will Have:
Three plus years of highway engineering or construction related experience.
Knowledge of:
- civil engineering or technical principles & practices as applied to highway construction & public works;
- highway construction practices & related specifications;
- highway construction plan preparation & design preferred;
- competitive bidding process & other contract delivery practices.
Skill to:
- prepare & complete detailed construction cost estimates;
- perform construction plan reviews;
- prepare & complete thorough contract bid proposals.
Ability to:
- multitask & manage multiple projects simultaneously;
- effectively research & make decisions in a fast paced environment;
- communicate effectively & maintain positive, effective working relationships with various project stakeholders;
- interpret laws, regulations, & specifications governing engineering, construction, & contracting practices.
