The South Dakota Department of Public Safety has an outstanding opportunity for an experienced team player who is dedicated to keeping South Dakota's citizens, visitors and infrastructure safe. The director of homeland security is responsible for the administration of South Dakota's homeland security program. The major program elements include: advising state leaders on threats facing the state and how we can best mitigate those threats; and implementing the homeland security grant program to assist state and local officials with building their capability to respond to various threats and hazards. The director will also supervise the newly-created school safety program manager and will administer three federal STOP School Violence grants South Dakota has received.

We prefer the job be located in Pierre, but may be willing to negotiate within the state of South Dakota for the right candidate. The position is not remote, but the location is negotiable.

Both in-state and out-of-state travel is required to attend various meetings, trainings, and conferences.

The incumbent will be required to secure a federal security clearance.

Licenses and Certifications:
Valid South Dakota driver license.

The Ideal Candidate Will Have:
A bachelor's degree is preferred. Background in law enforcement is preferred, but not required.

Three years of supervisory experience.

Knowledge of:
  • fiscal management;
  • personnel management;
  • data and information systems;
  • federal grant processes;
  • state policy and procedures;
  • emergency response procedures and tactics;
  • security and investigative doctrine and principles;
  • Incident Command System.

Ability to
  • supervise staff and provide work direction;
  • establish cooperative relationships with federal, state, local and private homeland security partners;
  • remain flexible;
  • travel and work evenings, holidays, or weekends as required;
  • read and interpret laws, rules, and regulations;
  • deal tactfully with others and interact with a wide variety of people and groups, including county commissions, sheriffs, and county emergency managers;
  • communicate clearly and concisely;
  • manage all US Department of Homeland Security grants for the state, and ensure compliance with federal requirements;
  • identify priorities for protective and supportive measures by the state, by local agencies, by the private sector, and by other related entities;
  • develop a comprehensive plan to secure key resources and critical infrastructure;
  • coordinate with state, local, and federal agencies to collect and analyze intelligence, regarding terrorist threats and activities;
  • work with the South Dakota Fusion Center to facilitate the dissemination of relevant information to the proper officials.

This position is exempt from the Civil Service Act.
