Director of HSE

Job Summary: The Director of HSE supervises employees in the HSE department including those assigned to PSM program duties and manages all HSE responsibilities for the facility.
ESSENTIAL JOB FUNCTIONS:
- Supervises and provides direction for personnel in the Health, Safety and Environmental department and ancillary programs administered under HSE.
- Assures company compliance with all safety and environmental regulations and laws.
- Leads continuous improvement in safety and environmental performance.
- Identifies high-risk operations and implements measures to mitigate or minimize hazards and/or risks to acceptable levels.
- Manages the Process Safety Management Program and is active in identifying solutions to mitigate hazards and incorporating these into company procedures and procedure hazard analysis documents.
- Manages the development and implementation of product family and building specific safety refresher trainings.
- Facilitates opportunities for operator feedback regarding safety protocols.
- Identifies cost effective ways to enhance safety programs and manage the processing of hazardous waste.
- Reviews and provides direction on Corrective Action Requests (CAR), and executes the Safety Corrective Action Plan through the use of teamwork and focus.
- Serves as a technical resource to HSE team members, Management and employees on safety-related topics and offers suggestions and recommendations for resolution.
- Acts as the point-of-contact for external regulatory agencies such as S.D. Department of Environment & Natural Resources, Environmental Protection Agency, Defense Contract Management Agency, and OSHA.
- Manages and coordinates all Environmental control compliance and permit programs including activities involving the RCRA-permitted Hazardous Waste Treatment Facility (HWTF).
- Participates in the operations and administration of the HWTF.
- Responsible for internal programs such as storm water, air quality, and toxic chemical inventory as well as the respective reporting data.
- Develops a safety culture and ensures compliance with all HSE requirements.
- Responsible for the overall hazardous waste management and safety functions at the facility.
- Collaborates with Human Resources regarding recruitment and selection processes and retention strategies.
- Participates in strategic planning, working toward long-term goals.
- Drives company vehicle as required.
- Performs other work related duties as assigned.
Job Requirements
REQUIRED KNOWLEDGE AND SKILLS/MINIMUM QUALIFICATIONS:
1. Must be a U.S. citizen or permanent resident of the United States (ITAR restrictions).
2. Must be at least 18 years of age to work at this facility.
3. Must be eligible to possess explosives under the Safe Explosives Act of 2003 (as amended) as required by the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) for all employees of Tech Ord.
4. Four-year degree preferred; ten plus years related experience and/or training; or equivalent combination of education and experience in Health, Safety, and/or Environmental-related field.
5. Previous experience in a management or supervisory role is required.
6. Proficiency in Microsoft Office applications and ability to learn and become proficient in the use of our specific internal computer applications.
7. Five to ten years’ experience and/or training in a Health, Safety, and/or Environmental work environment.
8. Demonstrated knowledge of OSHA Process Safety Management (PSM) program required.
9. Experience in the manufacturing of Energetics or other similar chemical processes preferred.
10. Function Specific RCRA training.
11. Must obtain and maintain a driver’s license upon hire.
12. Demonstrated ability to handle multiple projects and tasks.
13. Strong verbal and written communication skills.
14. Must possess strong leadership skills.
15. Ability to work effectively with other employees as part of a team.
16. Ability to establish and set priorities.

5. Lifting of 10 pounds is required. Occasionally required to move materials by lifting, pushing, or pulling up to 50 pounds and may seek assistance.
6. Bending, squatting or kneeling is required to move materials and when performing other duties such as filing.
7. Specific vision abilities required by this job include close vision, color vision, and ability to adjust focus when viewing a computer monitor.
8. While performing the duties of this job, the employee is occasionally exposed to moving mechanical parts, fumes or airborne particles, toxic or caustic chemicals, risk of electrical shock, and explosives.
9. Ear protection is required as identified throughout the facility.
10. Where required employees must wear a minimum of 50 percent cotton clothing including undergarments to mitigate electrostatic discharge (ESD). Where required employees must also wear company issued safety footwear.
