This position is with the South Dakota Department of the Military which works in support of the South Dakota Army National Guard. The working title of this position is Project Manager. The selected individual for this position will manage the design and construction of capital improvement projects ranging from $100K up to $30M+ in construction costs.
This position is expected to perform professional engineering work on projects with varying complexity. Successful applicant must be able to work independently and establish effective working relationships with co-workers, consultants, contractors, and other agency personnel. An employee in this position will design, review, and recommend approval of construction plans and technical specifications; ensure construction plans and technical specifications comply with Federal and State regulations, codes, and standards; provide construction observation and inspection of building projects to ensure compliance with construction plans and technical specifications; coordinate with other engineers, consultants, and various stakeholders to facilitate participation in project design and construction.
This is a 40-hour per week position with a work week schedule consisting of four, 10-hour days, 6:30 a.m. to 5 p.m., Tuesday through Friday. Alternate work schedules may be considered and approved. Work is completed in a typical office environment, but will include oversight of projects throughout the State of South Dakota, requiring occasional overnight travel. The individual selected must posses a valid driver's license and will undergo a National Security Check to obtain a Common Access Card.
The selected applicant's pay grade and rate of pay will be determined based on a combination of education, licensure, and experience as it corresponds to the South Dakota BHR Engineering Career Band.
Applicants must possess a South Dakota Drivers License and be able/willing to travel periodically to project sites for inspections. Travel will require extended periods of sitting. Additionally, must be able/willing to climb ladders in order to conduct inspections.
The Ideal Candidate Will Have: - Bachelor of Science in Engineering;
- 4 to 6 years experience as a Project Manager;
- 1 or more years of progressive technical experience equivalent to an Engineer II according to SD BHRA Engineering Career Band; and,
- Engineering Intern Certification or registered as a PE in the State of South Dakota.
Knowledge, Skills, and Abilities: - engineering principles;
- building construction methods;
- broad knowledge of engineering fields including civil, mechanical, electrical, structural, and architectural;
- prepare plans and specifications for public improvement projects;
- evaluate, review, and approve designs and specifications;
- principles of effective human relations and dealing with the public;
- federal and state rules and regulations;
- building codes and standards;
- manage state contracts;
- conduct field surveys;
- complete building and site inspections;
- manage assigned budgets;
- provide technical guidance;
- provide work direction to consultants and contractors;
- coordinate the work of project teams to accomplish agency objectives in a timely manner;
- assign appropriate priorities to work activities based on organizational goals and situational pressures;
- establish good relationships with co-workers, consultants, contractors, and other agency personnel;
- AutoCAD;
- estimating; and,
- Microsoft Office.
