Job Description

The County Commissioners of Lincoln County invite applicants to join the fastest-growing county in South Dakota as the Human Resources Director.

The Human Resources Director performs a variety of professional and technical human resources support for Lincoln County including recruitment, training, compensation and classification, benefits, performance management, employee relations, new employee orientation and exit turnover meetings, job description and organizational chart development, policy and procedure development, handbook maintenance, drug and alcohol program coordination, workers compensation, leave management, employee recognition, wellness programming, and employment law compliance.

Minimum Requirements: Bachelor's degree in business administration, human resources, or related field. Five years of progressively responsible human resources-related experience. A comparable combination of education and experience may be considered. Must complete the pre-employment background process.

Preferred Requirements: Experience with ADP WorkforceNow, experience managing fully insured insurance plans, experience in union negotiations, and extensive experience with employee relations. PSHR, HRCI, and/or SHRM certification.

Essential Duties:

  • Serve as a department head in leading the planning, development, coordination, and implementation of the Human Resources Office's policies, procedures, goals, and objectives. This includes supervising Human Resources Office staff including hiring, training, daily supervision, work direction, and performance management.
  • Maintain consistent physical office hours as well as omnichannel availability for County Commissioners, department heads, and other County employees to facilitate timely consultations on personnel and human resource matters.
  • Strong skills in the use of Word, Excel, PowerPoint, and other similar and related computer programs. Familiarity and past experience with ADP’s platform and applications is preferred.
  • Research, apply, and ensure compliance with a variety of state and federal human resource, employment, and benefits-related legislation. Assist department heads in developing and ensuring compliance with policies and procedures. Develop policies and procedures for Lincoln County such as benefits administration, compensation, non-discrimination, anti-harassment, grievance, etc. Develop, maintain, and ensure employee communication regarding the employee handbook and any changes.
  • Coordinate recruitment procedures including working with department heads to develop advertising plans; develop screening instruments; review and screen applications; interview candidates; conduct and coordinate pre-employment references; employment, drug, and background checks; and maintain recruitment-related records and the online recruitment system.
  • Coordinate training programs by identifying training needs, developing diversified employee and management training, coordinating speakers, developing materials, and arranging accommodations.
  • Oversee the Human Resources Office budget by forecasting needs, developing an annual budget, and tracking and monitoring expenditures.
  • Participate in the annual budget process by managing personnel-related aspects, monitoring departmental FTEs, and maintaining data on approved part-time and full-time budgeted positions.
  • Manage the job analysis, evaluation, and compensation systems for Lincoln County. Conduct reviews of new and existing positions for appropriate classification; gather labor and compensation-related data to make recommendations to the County Commission regarding salary and benefit adjustments; and conduct periodic maintenance reviews of existing positions as to their ongoing need in consultation with department heads.
  • Ability to communicate and coordinate with the Commission Office in a timely matter the presentation of Human Resource Office agenda items for Board of Commissioner meetings.
  • Ability to prepare, organize, and present personnel and other human resource matters to the County Commissioners at public Board of Commissioner meetings and in executive session meetings. This involves being prepared with relevant and substantive responses to County Commissioner inquiries and questions on the related subject matter.
  • Consult and coordinate with the Chief Civil Deputy State’s Attorney as to risk management issues and keep the County Commission informed on such matters.
  • Develop job descriptions and organizational charts in consultation with department heads. Review positions, develop information, and ensure qualifications and experience requirements are consistent with the level of the position. Review positions for potential overtime exemptions under the Fair Labor Standards Act.
  • Coordinate Lincoln County benefits procedures by informing new employees of available benefits, processing new hire paperwork, processing I9 forms, and verifying information. Coordinate exit turnover procedures. Participate in annual reviews and recommendations for select benefits programs. Ensure compliance with benefits-related legislation including HIPAA, COBRA, and the ACA, and coordinate completion of mandated reporting.
  • Prepare weekly personnel memos for the County Commission to ensure accurate records of employment-related changes. Ensure proper maintenance of all personnel and benefits file record maintenance and destruction. Review workforce-related data to identify trends and compile workforce-related reports such as responses to salary surveys and the EEO4.
  • Coordinate staff performance evaluation process by communicating with department heads, distributing evaluations for full-time, part-time, and union staff, monitoring the return of evaluations, processing forms, and recording records for salary changes.
  • Develop and coordinate new employee orientation and exit turnover procedures. Monitor and review employment-related records to identify trends and develop programs to respond to County employment-related needs.
  • Advise department heads and employees regarding employment-related matters such as hiring, orientation, motivation, performance reviews, training, and disciplinary processes.
  • Manage the Drug and Alcohol Testing program for staff. Coordinate random and pre-employment drug and alcohol testing for safety-sensitive and DOT positions and assist with drug and alcohol testing in post-accident, return-to-work, and reasonable suspicion situations.
  • Monitor workers' compensation claim information by reviewing first reports of injury, communicating with Claims Associates, working with supervisors to encourage return to work, and ensuring continual communication with employees. Ensure compliance with medical recommendations and track all claims. Assist with return-to-work issues and advise department heads on return-to-work restrictions and issues.
  • Monitor leaves for FMLA. Ensure compliance with federal regulations by monitoring leave periods, tracking intermittent leave periods, and ensuring continued communication with employees.
  • Assist with researching, preparing cost analyses, and making recommendations for employee wellness programs. Oversee program schedule, communication with employees, and program delivery.
  • Coordinate County safety initiatives by assisting department heads with the development of safety-related procedures and policies; reviewing workplace safety in conjunction with other county departments; and coordinating regularly scheduled safety-related training for staff.
  • Assist the Lincoln County Commission Office and Chief Civil Deputy State’s Attorney in labor relations and contract negotiations with the employee bargaining units of Lincoln County including gathering salary and benefits data or other information regarding current public employment practices in the region, state, and country.
