GENERAL STATEMENT OF DUTIES:
The City of Vermillion is seeking a full-time Light & Power Superintendent. The Light & Power Superintendent is a management-level position that performs administrative work in planning, organizing, and directing the operations of the Vermillion Light & Power Department.
SUPERVISION RECEIVED/EXERCISED:
This position reports to, advises, and serves under the direction of the City Manager. This position will manage and supervise up to eight (8) full-time employees.
ESSENTIAL DUTIES:
Manage all Light & Power functions and formulate and maintain policies and procedures for the Department.
Advise the City Manager and other appropriate public bodies on matters of public power for the proper and efficient operation of the Light & Power Department and to enhance the efficiency of the Department.
Prepare, submit, and present an annual Department budget request as directed by the City Manager and approved by the City Council. Administer the budget throughout the fiscal year.
Prepare an annual report for submission to the City Manager and presentation to the City Council.
Approve all financial expenditures prior to submission to the City Finance Officer.
Represent the Department before public power groups and public functions.
Act as a liaison between the City of Vermillion Light & Power Department and State, Federal, and quasi-governmental organizations to maintain a cooperative and effective working relationship on behalf of Vermillion Light & Power.
Engage, work, and communicate with Vermillion’s supplemental power supplier and WAPA.
Ensure compliance with policy directives, resolutions, and ordinances approved by the City Council, South Dakota Codified Law, and Federal Regulations and Guidelines.
Be an active and contributing member of the management team. Establish and maintain a good working relationship with other organizations, departments, and administration.
Responsible for researching and identifying the needs of the Department and preparing specifications for purchases and purchasing of equipment for the Department.
Carry out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Institute and implement operational changes as directed.
Responsible for interviewing, recommending for hire, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
Oversee the coordination of activities of all personnel in the Department.
Stay up to date on public power best practices and guidelines. Promote and market public power.
Provide leadership and mentorship in the field and direct operations.
Perform related work as required and other duties as assigned.
MINIMUM QUALIFICATIONS – EDUCATION AND EXPERIENCE:
Graduation from high school or GED required, supplemented by industry or vocational training
Minimum of ten (10) years of experience in the public power sector and progressively responsible career development, including management and supervision, or an equivalent combination of education and experience.
Minimum of ten (10) years of experience as a Journeyman Electrician or Journeyman Lineman.
Demonstrated experience in performing construction and maintenance work on overhead and underground dead or energized conductors, structures, and equipment.
MINIMUM QUALIFICATIONS – KNOWLEDGE, SKILLS, ABILITIES, AND SPECIAL REQUIREMENTS
The following items are representative of the knowledge, skills, and abilities necessary for the proper performance of the functions of the position:
Valid State of South Dakota Driver’s License or the ability to obtain within six (6) months of hire.
Applicant must obtain a State of South Dakota Class A Commercial Driver’s License within 60 days of beginning employment if they do not currently have one.
Effectively make decisions and solve problems, employing high-quality research skills demonstrating consistency, responsibility, and timeliness.
Ability to communicate effectively with the public, elected officials, media, and community organizations in a tactful manner.
Significant knowledge of budgeting, field equipment, manpower allocation, and electrical safety procedures.
Knowledge of fundamentals of electricity related to the construction, maintenance, and operation of distribution and transmission lines and equipment.
Ability to apply mathematical operations to such tasks as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory, and factor analysis.
Ability to define problems, collect data, establish facts, and draw valid conclusions.
To perform the job successfully, an individual should have knowledge of Microsoft Office software, SCADA systems, GIS, and Meter Data Management (MDM) systems.
