Job Summary:

This position is responsible for assessing and determining eligibility for a wide range of services that would benefit individuals at risk of having to leave their own homes and providing information and referral services to the public and family members about aging and community resources.

This is a Full-Time position with the Department of Human Services Division of Long Term Services and Supports. The Division of Long Term Services and Supports provides opportunities to enable older South Dakotans and adults who are disabled to live independent, meaningful, and dignified lives while maintaining close family and community ties by promoting long term services and supports to prevent or delay premature or inappropriate institutionalization.

The Long Term Services and Supports Regional Operations Manager will supervise and support a team of Case Management Specialists with offices in Huron, Mobridge, Pierre, and Redfield.

Major responsibilities include: Training, development, and performance management of staff; provide program quality assurance and improvement to maintain and enhance operational effectiveness and compliance; implement policies and procedures for multiple activities/programs. Develop and maintain public relations with communities to foster working partnerships, resolve complaints, respond to inquiries from the public, educate the public about program services available; assign referrals to Case Management Specialists, and provide back up when service coordinators are out of the office.

Travel may be required in a multi-county area.

The Ideal Candidate Will Have:


Any combination of training and/or experience that enables the incumbent to possess the required knowledge, skills, and abilities to perform the required job duties. The applicant may also have a bachelor's degree in social science, behavior science or other human service-related field, business administration, public administration, or public health to be considered as an entry level applicant.

Knowledge of:


  • basic theories, principles, and methods of social work and methods of assessment, intervention, and treatment;
  • concepts related to clients' rights, confidentiality, and professional ethics;
  • principles and techniques of conducting interviews and acquiring information from clients who are in need of services;
  • cultural, economic, physical, social, and psychological factors that influence family dynamics and interpersonal relationships.


Skills to:

  • work with computerized data systems;
  • maintain case records and documentation;
  • prepare reports and compose correspondence;
  • gather and analyze data, reason logically and accurately, and draw valid conclusions;
  • interpret and apply laws, regulations, and policies.
