Your Opportunity
This position is a dual role that is responsible for the effective execution of all maintenance work control processes by managing work priority, developing job plans, defining parts, materials, crafts and skills. Assigns work control plans to appropriate Supervisors for execution by the hourly maintenance staff. Provides equipment-related expertise; technical guidance on improving maintenance activities and may supervise both hourly Smithfield employees and contractors as required. This position is the owner / manager of the computerized maintenance management system (CMMS) at the plant level.

The position is also responsible for the administration of the facility Process Safety Management regulation to meet the requirements of 29 CFR 1910.119 as well as maintaining/updating the documentation supporting the facility implementation of the fourteen (14) elements of the Process Safety Management program.

Core Responsibilities

  • Plans all maintenance with special attention to regulatory requirements that may apply, e.g. OSHA rules, EPA regulations, USDA requirements, state and local environmental regulations. Ensures all safety requirements are clearly defined in all maintenance planning.
  • Develops and maintains planned and predictive maintenance procedures and routes as required.
  • Ensures the availability of all materials and tools necessary to complete planned tasks in advance by running reports and interfacing with storeroom personnel.
  • Prioritizes all planned work orders.
  • Trains maintenance personnel in proper maintenance reporting procedures for out-of-specification findings, and in the use of CMMS software as a maintenance management tool.
  • Reviews completed work orders for completeness and accuracy, updates and supervises updating of machinery history data in the CMMS system. Analyzes historical data in order to take action to mitigate reoccurring issues.
  • Assists Plant Maintenance Superintendent in contractor qualifications and performance management.
  • Generates reports to keep the maintenance management team informed of work progress and future work schedules. Keeps informed of maintenance personnel vacation schedules.
  • Updates the CMMS system equipment including machinery data, machinery history, and spare parts lists.
  • Produces a weekly maintenance work schedule as well as a projected work schedule. Using the CMMS system, forecasts work force needs for equipment maintenance.
  • Gathers and centrally organizes information pertaining to all 14 elements of PSM to sustain the program.
  • Assists with the development and maintenance of written process safety information identifying workplace chemical and process hazards, equipment and technology used in the processes.
  • Develops and implements a point of use library containing all process safety information in accordance with OSHA 1910.119.
  • Prepares compliance manuals, as necessary.
  • Assists with the organization and execution of Process Hazard Analysis of all plant units.
  • Manages the Management of Change Program to include the tracking of change submittals and approvals, start-up approvals, assisting with the development of operating procedures, tracking results of hazard evaluation, training of personnel on changes and updating Process Safety Information.
  • Participates in compliance audits for PSM to include preparing for the audits, tracking status of recommendations against due dates to ensure zero late action items and ensures documentation is available for employees at the facility.
  • Assists with performance of workplace hazard assessment, including identification of potential sources of accidental releases and identification of any previous release within the facility that had a potential for catastrophic consequences in the workplace.
  • Consults with effected employees and maintains documentation that supports employee participation with the PSM program.
  • Assists Facility Operations with development of written operating procedures for the chemical processes, including procedures for each operating phase, operating limitations, and safety and health considerations.
  • Assists with the performance of Pre-Startup Safety Review (PSSR) of all newly installed or modified equipment. Tracks the status of recommendations and completion as identified in the performance of the PSSR. Periodically audits the PSM Program.
  • Enlists and trains other department personnel to assist in the development and implementation of the PSM program elements.
  • Ensures all associated documentation is filed, indexed, and maintained sufficiently for third party compliance auditing, per the facility PSM program procedures.
  • Ensures Site's EPA RMP file is kept up to date including the 5-year accident history report.
  • Assists facility management with development of annual program implementation goals, provides periodic reports and distributes as required.
  • May have responsibility over the MRO Inventory transactions, including stocking items received, parts disbursements, returns, inventory audits and adjustments, serving customers at the parts room, data entry of maintenance documentation and researching orders.

Qualifications

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.   • Bachelor’s degree from an accredited four-year college or university in Engineering or a related field; or equivalent combination of education and experience, required.
  • Experience in the supervision of day-to-day preventive and corrective maintenance, strongly preferred.
  • Strong written and verbal communication skills.
  • Working knowledge of basic computer skills, Internet and Microsoft Office including Word and Excel.
  • Project management software experience is preferred.
  • Knowledge of the CMMS system, preferred.
  • Strong problem-solving skills.
  • Ability to work well with others in fast paced, dynamic environment.
  • Ability to be respectful, approachable and team oriented while building strong working relationships and a positive work environment.


Supervisory Responsibilities
  • Provides leadership and guidance to employees in the Maintenance Department.
  • Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.
  • Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and assisting in providing appropriate resolutions.

  • The plant environment will include wet or humid conditions (non-weather related), extreme cold and heat (non-weather related), working near moving mechanical parts, exposure to fumes or airborne particles, and chemicals.

  • Frequently lift and/or move up to 25 pounds. Occasionally lift and/or move up to 50 pounds.
