Job Summary:
This position is responsible for the implementation, configuration, maintenance, and administration of the Netsmart AVATAR Electronic Health Record (EHR) software application. The Management Analyst plays a critical role in ensuring the efficient use and operation of AVATAR while maintaining system integrity and supporting staff. This position will be located onsite, with typical working hours of Monday - Friday, 8am - 5pm, though some flexibility may be available.

Key Responsibilities:

  • Oversee the use and functionality of the AVATAR system, ensuring its reliability and accuracy.
  • Train and assist staff with the AVATAR system, providing guidance and troubleshooting as needed.
  • Serve as the primary liaison between management, local user groups, contracted providers, and software vendors.
  • Organize and/or deliver training and ongoing support to staff on software applications.
  • Analyze data and regulatory updates to identify, recommend, and implement process and policy changes that align with agency demands.
  • Ensure timely completion of assigned tasks and deliverables with attention to detail and quality.


The Ideal Candidate Will Have:

  • two or more years' experience with demonstrated progressive responsibility in database management and computer technology;
  • a Bachelor's degree in computer science or closely related field;
  • strong experience with electronic health record (EHR) systems is strongly preferred, and familiarity with Netsmart AVATAR is a plus;
  • demonstrated ability to work as a collaborative team player, leveraging teamwork to achieve goals and solve problems;
  • strong analytical skills with the ability to interpret data and recommend actionable solutions in line with agency demands;
  • excellent communication and training skills to effectively assist staff and liaise with various stakeholders;
  • ability to manage multiple tasks and prioritize effectively in a dynamic environment;
  • familiarity with relevant regulations and policies in the healthcare or public service sector is preferred.


Knowledge of:

  • principles, practices, methods, and techniques of management and public administration;
  • research theory and procedures;
  • grant writing and grants management;
  • state legislative process;
  • Microsoft computer applications;
  • administrative rule making process.
  • testing application updates/patches monthly and troubleshoot application processes;
  • serving as a System Administrator of an EHR;
  • working with developers and vendors to develop new EHR.

Skills to:

  • set up/deactivate and manage staff accounts;
  • keep abreast of new functionality and system changes documented in the release notes;
  • work collaboratively with department managers on system changes;
  • troubleshoot basic user or system problems, address end user questions and respond to support inquiries in a timely manner;
  • serve as point of contact for end users and vendors on HER related issues;
  • provide support of application incidents reported through BIT Help Desk;
  • access and document cases to the vendor portal and ensure timely follow up.


Ability to:

  • meet with various departments to collect information and document workflow processes;
  • analyze information, evaluate, and explore new methods to increase performance;
  • perform testing and implementation;
  • provide end user training and curriculum;
  • maintain daily census: Admission/Discharge/Transfer (ADT) processes;
  • maintain and update referral source information;
  • maintain incident management reporting documentation;
  • maintain monthly uniform population statistics (ups) reporting;
  • maintain fiscal year data.
