The DMS Operations Manager is responsible for providing work direction, technical expertise and oversight for the functional areas of Medicaid claims data entry, Medicaid claims advice and processing, and administrative support. This Medicaid leader ensures program services operate withing set standards and services are delivered efficiently and effectively. This position will provide oversight, mentorship, management and process direction to the Data Entry Unit Supervisor, the Claims Advice and Processing Unit (CAPS) Supervisor and the administrative staff of the Division of Medical Services. This position will take direction from management and determine how and when the expected results will be achieved. Responsibilities include to collect and monitor statistics, to evaluate the effectiveness of existing processes, to provide guidance and education to staff and to implement program or professional guidelines and objectives which best meet the needs of the Division of Medical Services. Work involves making decisions on behalf of the South Dakota Medicaid program within established policies; interpreting policies and other relevant guidelines for staff and unit supervisors; developing and disseminating informational and educational materials; and negotiating resolutions to issues when no formal guidelines exist.
The Ideal Candidate Will Have: Knowledge of:
- customer-service and provider call center practices.
- the principles and methods of staff orientation, development, training, and work direction.
- principles and theories of social services program planning, organization, direction, interpretation, and management information technology support requirements.
- principles and practices of social services program management, administration and the budgetary requirements for cost effective program operations that meet program goals and objectives;
- functions, programs, management information technologies and the resources of federal, state, local and private agencies and organizations, including vendor service providers, as they relate to social services programs.
- federal and state legislation, policies, and regulations governing social services programs,
- current social, economic, and health problems and available resources as the relate to social services programs.
Ability to
- lead. plan, organize, direct and manage the work of program staff;
- maintain effective working relationships with other division and departmental managers, senior leaders, providers, governmental and regulatory officials, and public and private agencies;
- plan, direct and support the implementation of initiatives and recommendations for program and budgetary modifications pertaining to the departmental position on new federal and/or state initiatives and/or program revisions and proposals.
- analyze and evaluate program plans and make recommendations for program operation improvements and cost effectiveness.
- communicate information clearly and concisely.
This position is exempt from the Civil Service Act.
This position is eligible for Veterans' Preference per ARSD 55:10:02:08.
