REQUIREMENTS

EDUCATION LEVEL:

High school diploma or equivalent. Two-year technical engineering degree in HVAC or equivalent work-related experience.

EXPERIENCE DESIRED:

Three years of experience in institutional routine preventive maintenance and non-routine and emergency corrective maintenance with at least one year supervising a relatively large maintenance staff. Institutional routine preventive maintenance and non-routine and emergency corrective training gained through attendance at special schools or seminars is desirable.

PHYSICAL REQUIREMENTS:

Constant hand-eye and mind-eye coordination; hearing; intermittent speaking, sitting and walking. Repetitive motion with wrists, hands and fingers. Good physical health including ability to lift 75 pounds, climb to high and difficult places. Occasional bending, carrying, lifting, pushing, climbing, crawling and reaching.

OTHER REQUIREMENTS:

  • Boiler operator certification, mechanical contractors license with the City of Sioux Falls preferred, knowledge of asbestos materials, valid driver's license.
  • Must have thorough knowledge of institutional routine preventive maintenance and non-routine and emergency corrective maintenance methods, supplies, and equipment.
  • Must have ability to instruct maintenance staff in the performance of all assigned tasks.
  • Must have thorough knowledge of the operation of all heating, ventilation, air conditioning, temperature controls, fire alarms, automatic sprinklers, electrical, plumbing and sewer system equipment, and the ability to schedule necessary repairs or replacement.
  • Must have complete knowledge of electrical systems.
  • Must have the ability to operate and program computerized energy management systems.
  • Must have the ability to prepare written reports and other correspondence relating to the job as necessary.
  • Must be capable of responding to facility and weather emergencies when needed.
  • Must have ability to establish and maintain good working relationships with staff as well as with other supervisors and management personnel.
  • Will be required to obtain FEMA Emergency Management training.

ESSENTIAL FUNCTIONS & DUTIES

  1. Develops and coordinates all maintenance operations for the District, overseeing approx. 5 million sf of buildings. Coordinates and schedules over 15,000 work orders per year.
  2. Develops and oversees the District's preventative maintenance programs to insure all buildings are safe, operating efficiently and are properly maintained. The job encompasses all heating, ventilation, air-conditioning systems included computerized building automation systems, plumbing systems, fire alarms/sprinklers, electrical systems, carpentry, and grounds.
  3. Supervise plant maintenance work order system, snow removal, and casualty prevention program (fire alarm system testing and maintenance, and sprinkler system testing). Develops bid specifications for Operational Service's equipment and 3rd party testing.
  4. Works with City Departments to insure all ordinances and permits are followed in completing self-performed repair work. Ensures back flow devices are annually certified with City and sewer pits are tested as required.
  5. Develop annual emergency on-call schedules with managers and specialist.
  6. Develop annual snow removal plow routes.
  7. Review plant maintenance staff vacation requests and establish vacation schedule. Oversee record of vacation requests and reporting of daily staff absences.
  8. Designate plant maintenance staff work shifts and assignments, and authorize use of plant maintenance staff overtime
  9. Coordinates training program for personnel both Technicians and Custodial staff relating to HVAC and Grounds.
  10. Works closely with Energy Education Technician in the implementation of energy management strategies in both scheduling and equipment operations to maximize District operating efficiency and occupant comfort.
  11. Reviews fleet vehicle repairs and authorizes.
  12. Recommend and initiate the purchase of all plant maintenance supplies and equipment.
  13. Advise Director of Operational Services on plant maintenance standards and procedures.
  14. Process requests for plant maintenance program supplies and equipment. Monitor inventory and reorder as necessary.
  15. Develop plant maintenance program procedures and work methods.
  16. Formulate plans for improving plant maintenance programs.
  17. Help formulate and monitor the annual budget for plant maintenance program personnel, supplies and equipment.
  18. Initiate and maintain records of all productivity information, prepare pertinent reports and process daily paper work, as required.
  19. Assess plant maintenance staff performance by scheduling building visits and conducting periodic inspections of work performed.
  20. Evaluate plant maintenance staff work performance and recommend disciplinary action to Director of Operational Services.
  21. Establish and maintain sound interdepartmental working relationships.
  22. Interview applicants for plant maintenance positions and recommend applicants for further interviews by Director of Operational Services.
  23. Assists Director of Operational Services with building's exterior and interior walk-throughs in the development of Operational Services Capital Outlay Budget.
  24. Other duties as assigned.
