What you will do:
The Division of Child Support (DCS) is seeking a Policy Strategy Manager to join our team. This highly dynamic position is responsible for managing and coordinating policy analysis, regulation tracking, and compliance for the division. If you have a strong background in policy development, data analysis, and child support services, this is an excellent opportunity to contribute to the improvement of child support program.

This position will play a key leadership role in analyzing and evaluating program data, ensuring compliance with state and federal regulations, and providing leadership and guidance to the DCS team. The primary duties include:
  • Policy Monitoring & Analysis: Track and analyze federal and state regulations and legislation to determine the impact on the child support program. Provide detailed analysis and recommendations to DCS leadership for necessary program or procedural changes. Develop, revise, and ensure compliance of the Division's policies, procedures, State Plan, and operational documents with federal and state regulations.
  • Statistical Management: Oversee performance goal development, monitoring, and reporting to support DCS program operations. Compile and analyze data for program improvement and to ensure cost effectiveness.
  • State Case Registry & Modification Unit Oversight: Supervise, train, and support a team of child support professionals, fostering a collaborative and efficient work environment. Provide direction on case registry data, modifications, and paternity establishment programs.
  • Contract & Budget Management: Prepare and oversee contracts with external vendors and assist in managing budget data related to those contracts.
  • Program Compliance & Reviews: Lead compliance reviews, including Self-Assessment Reviews, to ensure adherence to child support procedures. Develop corrective action plans as necessary.
  • Collaboration & Advocacy: Provide expert technical assistance to DCS staff, other agencies, and the public on program policy. Design and deliver training sessions for staff and external partners. Work with state agencies, federal offices, and private sector stakeholders to maintain effective communication and ensure proper implementation of programs.

The ideal candidate will have at least five years of experience in policy development, data and legal analysis, and management within the public sector or social services industry including:
  • knowledge of child support practices, laws, and regulations;
  • proven ability to lead policy and procedure development;
  • excellent analytical, problem-solving, and organizational skills;
  • ability to lead and motivate a team while fostering a positive and productive work environment;
  • exceptional attention to detail and accuracy;
  • strong communication and interpersonal skills, with the ability to work effectively with internal teams, external partners, and customers;
  • supervisory experience is a plus.
