Job Summary: The Vocational Rehabilitation District Supervisor is a key position in the operations of the Sioux Falls District Vocational Rehabilitation Program. The Vocational Rehabilitation program is a successful State and Federal funded program that has demonstrated success in assisting individuals with disabilities to obtain employment. This position manages the operational needs and delivery of the vocational rehabilitation services program within the Sioux Falls District to ensure the effective utilization of resources and delivery of the vocational rehabilitation services program.
This position will supervise twelve permanent employees in the Sioux Falls offices. The individual hired must have strong management and leadership skills to effectively manage personnel. The individual must also have extensive experience in the provision of vocational rehabilitation services for individuals with disabilities. This position is an office position typically 8 hours a day, Monday thru Friday. Some travel will be required.
The Ideal Candidate Will Have:- Certifiable or currently certified as a Vocational Rehabilitation Counselor by the Commission on Rehabilitation Counselor Certification.
Knowledge of:
- the concepts and philosophy of the public vocational rehabilitation service program;
- state, community, and other human services resources available for the service delivery systems available for the vocational rehabilitation service program;
- Department of Human Services mission, programs, and objectives;
- managerial, administrative, and supervisory principles and practices;
- state and federal statutes relating to employment law (ADA, FMLA, FLSA, EEOC, etc.);
- human resource principles and practices including recruitment and selection, and management-employee relations;
- federal and state laws, regulations, and policies governing the assigned program area;
- program mission, objectives, and delivery methods and procedures;
- various cultures and how to positively interact with individuals from other cultures;
- the theories, principles, and techniques of vocational rehabilitation counseling; and
- economic, emotional, educational, and social characteristics that impact individuals served by the vocational rehabilitation program.

- provide direct supervision to staff within an assigned district to best meet the needs of the service population; and
- organizational skills to effectively perform all functions of the job in a timely fashion.
Ability to:
- develop, motivate, and give leadership support to employees;
- establish, improve, and maintain effective working relationships among staff, providers, disability organizations, individuals with disabilities, and the community to achieve positive consensus among groups with different opinions;
- plan, assign, supervise, coordinate, prioritize, and evaluate the work of personnel;
- correctly interpret, analyze, and apply federal and state laws, regulations, and policies to provide technical advice, guidance, consultation, and policy interpretation in the assigned program area to other vocational rehabilitation services, personnel, individuals receiving services, public officials, and other private citizens;
- evaluate and monitor program operations, standards and needs, identify problem areas, measure accomplishments against objectives, and develop/implement corrective actions;
- compile, analyze, and prepare clear and concise written reports;
- favorably present and promote departmental priorities, services, and actions internally and externally;
- plan and implement operational procedures and manage the operational budget of an assigned program within a district effectively and efficiently;
- manage attainment of performance and outcome measures set annually for the district; and
- effectively plan and organize work activities and prioritize task completion to meet schedules and deadlines.

- identify and select appropriate in-service training;
- interpret and comply with personnel policies and procedures, program polices and procedures, and program accreditation standards.
