Join the SD Department of Education! We're looking for an individual to fill the Report Lead position in the Department of Education Data and Research Division, Office of SD-STARS is to serve as the primary analyst to maintain all SD-STARS PowerBI Report Definition Language. This includes, understanding and composing Transaction Standard Query Language, developing data cubes and datasets, experience administering security for a content management system, technical support for an IssueTrak ticketing system, MicroStrategy development and dossiers, and managing special projects related to any of the technologies previously mentioned. As the SD-STARS Reporting Lead, you will have the opportunity to think strategically and partner with the SD-STARS Assistant Administrator and/or the Data Architect Manager to ensure the SD-STARS reports meets the needs of internal and external DOE stakeholders.
Duties of the position include: - Provides management and users with information pertaining to SD-STARS reports and STARS Analytics.
- Works with other internal DOE programs and stakeholders, technologists from the Bureaus of Information and Telecommunications (BIT), DOE Vendor Partners to obtain information for SD-STARS technical aspects for reports, security, and analytics.
- Conducts analysis to gather impacts to SD-STARS supported technologies, including Blender, MS-SQL, PowerBI, MicroStrategy, and related technologies.
- Assists with SD-STARS combined tasks such as report and presentation layer testing, Perkins and ESSA Report Card validation, and similar efforts.
- Recommends and implements SD-STARS projects for line of expertise.
- Provides reports to management on the ongoing status of the projects.
- Compiles performance indicators and project workload information routinely and other updates to Office of SD-STARS leadership as appropriate.
- Analyzes budget impact of new projects and informs leadership.
- Studies optional solutions, determines best possible approach, and recommends actions to management.
- Briefs management and, when appropriate, provides recommendations regarding tasked outcomes.
- Maintain a Report Lead handbook.

The Ideal Candidate Will Have: - a strong background and understanding of IT development and computer applications;
- a process improvement mindset focused on successful execution of agency identified strategies and action plans;
- experience leading large projects, some PM certification preferred;
- a bachelor's or associate degree in business, computer sciences, or statistics is preferred or equivalent work experience;
- strong analytical skills;
- computer and data systems expertise;
- capability to implement changes to existing or new systems, procedures, and organizational changes.
Knowledge of: - Software Development Life Cycle and methodologies and the OSI Model;
- advanced report building with an emphasis on SQL query writing and Power BI;
- business processes and data collection;
- data analysis tools and technologies;
- longitudinal data systems and other state-level educational databases and systems;
- technology available to meet information system requirements;
- process improvement methodologies.
Skill to: - leverage Office 365 tools (Teams, SharePoint, Power BI, Power Automate, Visio, etc.);
- write and leverage computer languages (SQL, DAX, Java, HTML/CSS, Python, R, MicroStrategy etc.) to validate or utilize department data and systems.
Ability to: - effectively problem solve to reach optimal solutions to solve business challenges;
- analyze business requirements and processes;
- create and maintain documentation that includes design and process flow requirements;
- manage large volumes of data to generate reports and measures to aid in sound business decision and policy making;
- communicate effectively with diverse groups;
- explain and facilitate process improvement concepts;
- provide effective project management;
- preparing and submitting regular project reports;
- develop data management approaches for the agency;
- provide data for good decision and policy making;
- build consensus among teams or support;
- provide exceptional and professional customer service by treating customers courteously and responding to their needs.
Some travel will be required. Most travel will be in-state travel with the occasional out-of-state travel. The start date for this position is negotiable.
