The Informatics Systems Analystworks with the Informatics team and Bureau of Information and Telecommunications (BIT) to coordinate enhancements to computer systems. He/she reviews and assesses how effective the informatics systems are and builds plans to improve any system shortcomings or errors. Once he/she understands and identifies which improvements to make, he/she can draft the new requirements and updates for the systems. The Informatics Systems Analyst helps coordinate implementation and testing of these enhancements with BIT and/or the vendor and continues monitoring their performance to potentially add any extra features.
The informatics team is situated in the South Dakota Department of Health's (SD-DOH) Epidemiology, Surveillance, and Informatics Center (ESIC). The mission of ESIC is improving the health and wellbeing of South Dakotans by monitoring disease, providing education, communicating timely, and collaborating with community partners to prevent disease.
If remote, the role may require periodic travel to Pierre, SD.
Responsibilities: • System update implementation - Partners with ESIC, BIT, and vendors in identifying, implementing, and configuring system changes that improve performance, security and/or workflows. Create analysis reports that represent the cost-benefit of any proposed upgrades. Collaborate with ESIC, Office of Disease Prevention Services (ODP), BIT and vendors to determine which system requirements are necessary to remain efficient. Assist ESIC, BIT, and vendors to implement any new system or system change. Implement all systems under strict deadlines and budget restrictions. Ensure system quality and performance align with expectations and desired outcomes.
• Documentation of system architecture, technical standard, and protocols - Contribute to the definition, evaluation, and development of architecture policies, standards, guidelines, and best practices affecting ESIC initiatives. Be knowledgeable about industry trends, emerging technologies, and best practices in system architecture. Instruct staff on how to use new systems through training programs and documents. Gather, analyze, and document system requirements. Partner in Design systems and create documentation, system diagrams, and guidelines to communicate design decisions and best practices.
• Issue mitigation - Review current Informatics systems, software and hardware features for any errors or issues and coordinate with the informatics team and BIT or the vendor for resolution. Recommend new systems and configuration changes that address and fix any issues shown in the current systems partnering with BIT and/or Vendor to implement or resolve. Be an informatics subject matter expert in utilization of the system and test and troubleshoot any recently implemented plans to ensure they're operating efficiently.
• Cloud infrastructure implementation - Review current ESIC Azure cloud systems, recommend and lead implementation of software and configuration changes in alignment with EISC goals in partnership with vendors and BIT. Maintain or develop and implement Microsoft Azure cloud strategies that align with ESIC goals, BIT Standards, and policies.
Licenses and Certifications: IT bachelor's degree or equivalent position related experience is preferred. Azure Data Engineer certification is optional but desired.
The Ideal Candidate Will Have: - experience in optimizing system architecture, integrating and transforming data from diverse sources, and building analytics solutions in Azure;
- strong knowledge of technical security, product management best practices, and hands-on experience with programming languages (Python, R, SQL, Java, JavaScript, HTML5, CSS/SCSS) is required.
- expertise in designing Cloud Native Applications using Azure tools (Cosmos, Data Factory, Databricks, etc.) is essential;
- experience in automated testing, applying software engineering best practices, and resolving integration and technical issues is needed;
- strong problem-solving, communication, and teamwork skills are crucial;
- experience with disease surveillance platforms like Maven is a plus.
Knowledge, Skills, and Abilities: Knowledge:
- understanding of data analysis techniques and how to assess and interpret large data sets;
- familiarity with software systems and technologies relevant to informatics, as well as troubleshooting and system implementation processes;
- knowledge of system performance metrics and best practices for evaluating and recommending software solutions;
- awareness of the latest software developments and enhancements within informatics and technology systems.
