The South Dakota Department of Transportation is looking for a motivated individual to fill an important role in carrying out responsibilities associated with the Bid Letting Process. The Proposal & Estimating Specialist duties will include: tracking project activities and maintaining the targeted bid letting schedules; preparing bid proposal packages; bid opening activities including analyzing bidding documents and reporting; awarding and executing construction contracts; answering contractor questions regarding preparation of bids, use of the electronic bidding system, and bidding & contract requirements; drafting construction cost estimates; participating in construction plan reviews; and analyzing construction cost data, maintaining statistics, and developing various reports. Much of the work performed is time critical and requires attention to detail. You'll have opportunities to work independently and as part of a cohesive, driven team to successfully carry out the delivery of construction projects to contract.

The total compensation of Hourly Wage + State/Federal Benefits for a typical year for entry level Proposal and Estimating Specialist is approximately $89,864.00 annually.

The Ideal Candidate Will Have:

A technical degree related to civil engineering, construction management, or related field. Experience working in a position with exposure to contractual documents, technical specifications, highway construction plans, and construction practices and operations.

Knowledge, Skills and Abilities:

Knowledge of:
  • contractual documents;
  • bidding and contracting laws, process and requirements;
  • highway construction plans;
  • technical specifications.

Skills to:
  • draft, prepare and interpret technical documents & agreements;
  • conduct research and prepare technical reports; develop thorough construction cost estimates;
  • interpret construction drawings; coordinate, organize and maintain project schedules & associated activities.

Ability to:
  • multi-task & manage multiple projects simultaneously;
  • frequently communicate and collaborate with both internal and external stakeholders;
  • evaluate technical data effectively and propose solutions to questions and concerns.
